Congress
con-gress n. knog-gris; v. kuhn-gres
-noun
1. A legislative body that prevents anything important from being implemented.
2. A representative body that is more concerned with partisan bickering, special interest groups, and political power grabs, then they are with actually representing the interests of their constituents.

This allows the party leaders to hold more power then the average legislature; thus allowing the leaders to manipulate the legislative process to fit their own ends.
4. A group of elected representatives that must sell their influence to special interest groups and political party bosses in order to get elected.
-verb
1. To impede progress
2. Partisan bickering
